Instead of building new commercial spaces and apartment/loft style housing, make vacant downtown buildings' attractive options to business owners, small families homes and young professionals. Create both income restricted and non restricted property options for people of all income levels. This would of course require pretty well established public transportation options as more people move Downtown, the more parking spaces fill up.
