The intent of Neighborhood Associations is to provide the city council with a one-stop resource to the people in each neighborhood. The only way this works is if EVERYONE is automatically in their association without paying annual fees.

Charging required annual dues makes each association "just another Political Action Group" rather than a neighborhood collective.
