Yearly Rental inspections

A property down the street from me has had three or four different families in the rental house in one year. Every time a family leaves, there has been trash and furniture just sitting near the curb...but also in the front yard and back yard...I can only quess what the home interior looks like or what damage was done.

I think it is necessary to have these homes inspected every year...not every three years...by that time, some of these homes are so trashed that the landlord just abandons them because it would cost too much to repair them...so then the neighborhood is left with even a worse situation.
